Green Structure Plan 2.0 – An Update for Landscape Planning

On 28 November 2025, the “Grünordnungsplan 2.0” (Green Structure Plan 2.0) took centre stage in a specialist webinar, during which Martin Janotta – FJP founding partner and experienced landscape planner – together with Prof. Catrin Schmidt, presented the latest developments of this key planning instrument. The occasion was the recent publication by the German Federal Agency for Nature Conservation (BfN), Weiterentwicklung der Grünordnungsplanung vor dem Hintergrund aktueller Herausforderungen (“Advancing Green Structure Planning in the Context of Current Challenges”), for which Prof. Schmidt is responsible and to which Janotta contributed in an advisory capacity.

The aim of the research project was to specify the fields of application for Green Structure Plans as defined in Section 11 (6) of the Federal Nature Conservation Act (BNatSchG), to develop concrete requirement profiles, and to underpin these with practical guidance. The result is now a robust basis for embedding climate mitigation, climate adaptation, biodiversity, recreational provision and other current challenges much more firmly within development plans. In addition to the comprehensive research report, the newly developed “GOP Toolbox” offers a wide range of illustrative instruments that provide planners with clear, practical approaches for contemporary green structure planning.

Martin Janotta complemented the scientific findings with practical case studies from our office’s work, illustrating how the Green Structure Plan 2.0 becomes a formative element of modern landscape planning – effective, legally sound and future-oriented.
