Back in 2013, the City of Falkensee commissioned an initial concept for the area’s lakes. This has now been thoroughly revised by FJP and adapted to current conditions, changing usage demands, and ecological requirements. The updated concept encompasses Falkenhagener See, the adjacent Neuer See, and their surrounding open spaces – a total area of around 55 hectares.

The planning process was informed by multiple site visits and a broad-based participation process. Five public events – including formats specifically designed for children and young people – provided space for local residents to share their perspectives and ideas. From this, key areas of action emerged: open space design, pathway connections, physical activity and health, as well as communication and participation. These formed the basis for FJP’s guiding principle: “Our Falkenhagener Lakes – Spaces for Recreation, Spaces for Experiencing Nature.”

Public input revealed a strong interest in using the lakes and their surroundings for outdoor recreation – including fishing, jogging, cycling, and swimming in Neuer See. At the same time, there is widespread awareness of the need to preserve ecologically valuable areas. Many residents prioritise protecting the reed beds, maintaining a litter-free environment, and promoting biodiversity – including spaces for nature-based learning and experience.

To address particularly challenging or controversial topics, FJP developed alternative planning scenarios, which were put to a public vote during a second participation event. This approach aimed to capture a nuanced and representative view of local opinion. Among the key questions discussed were whether a public lakeside path should be extended along the northern shore of Falkenhagener See, and whether an existing sunbathing lawn at Neuer See should be designated as an official bathing area.

The insights gained from the participation process were consolidated into a detailed land use concept, outlining key actions and recommendations. This concept will now serve as a foundation for a formal development plan, including landscape planning regulations, to guide the long-term and balanced evolution of the lakescape.
