The availability of space is a decisive factor in the successful implementation of a number of different measures for a body of water. After straightening the natural path of the waterway, large parts of the land around the water become subject to diverse forms of land-usage, which in practice tend to be situated directly at the present-day water’s edge. There is often a conflict between the current usage of riverside zones and the free development of the body of water itself. The considerable demand for land calls for a timely implementation of the Water Framework Directive (WFD), whose goals must be achieved by 2017 (at the latest). All federal states are under pressure. The strategic concept of the state of Brandenburg is to identify priority spaces with a high likelihood of implementation and waterways and freshwater lakes requiring urgent action.
