The project area of approx. 140 ha is located in the north of Potsdam – between Fahrländer See, Kampnitzsee and the Döberitzer Heide nature reserve. On the former barracks site in the Krampnitz district, a new residential quarter will be built by 2035. The city is currently drawing up eleven zoning maps for this purpose. Prior to the further use of the areas, contaminated sites are being cleaned up and explosive ordnance is being cleared on the total of approx. 60 hectares of technological areas 1 and 2.
Due to the complexity of the site conditions and the proximity to the nature reserve, environmental supervision is being used. Moreover, the numerous specially protected species (sand lizards, breeding birds, bat species, forest ants) make the supervision indispensable. On the one hand, the environmental supervision helps with the implementation of the planned measures to avoid and mitigate damage. On the other hand, it checks their proper implementation. The main focus is to inspect old trees and tear-down houses in terms of nature protection requirements. Furthermore, the environmental supervision coordinates and develops the further processes during the deconstruction. These include the establishment of temporary construction exclusion zones and measures to optimise the interception of a sand lizard population and in addition the communication with the nature conservation authority.
As a result, we were able to adapt operation methods in a way as to avoid regulations protecting species resulting in a denial of access while at the same time allowing for continual reconstruction works in the technological area 1. We will transfer the knowledge gained so far from the environmental supervision process in order to make changes to the dismantling concept. In addition to the environmental supervision, FUGMANN JANOTTA PARTNER also prepared the overall compensation concept for the barracks site.
